We are still on 6.0.1, but I don't believe that this is 'fixed' in any version.
I've done stuff in the past with emails, hidden sections containing .mac files and so on, but I doubt that works in ND6.x. The solution provided in the link does work, it's just whether that's a solution you'll contemplate or not. You can update the design of bookmarks.nsf programmatically, that's not a massive deal.
Now, if customised smarticons are the entire basis for your executives sticking with the "hated" Notes client, I'd give up now.
I have no idea where "distributable smarticons" sit on Lotus' list of priorities, but it would be a feature request not a bug fix as intimated above. As with all feature requests, if they get enough requests, then maybe they'll do something about it.
